Student Council has rejected this Big Idea: Past discussions on similar issues have indicated that, as neither NTSU nor NTU own the land outside Boots Library, we are unable to build any structures such as smoking shelters on it.
In regards to NTSU’s own spaces, we are looking at how we can manage post event smoking and litter in particular, however, due to the aforementioned difficulties (and those of managing human behaviour) there are limits to what we can do. We are also collaborating with NTU on a campaign to help and encourage students to quite or reduce smoking.
It's been submitted before to ban smoking from the entrance to Boots library, however, as the area in question is not owned by the University but rather the council who deem it public access, this cannot be done.
However, I suggest a change in policy facilitated by a dedicated area not too far from the library entrance for those who wish to smoke. Directing smokers to this location (which if constructed as a shelter would surely be preferable to huddling against the wall in the rain) would solve the problem.
It remains unpleasant for all non-smokers to deal with walking through the clouds of smoke to get access to the library and having the smell permeate inside. In addition, the litter in and around the area does not reflect well on an institution which champions its green credentials.
